Request the parcel plan and dimensions, tenure and title information, zoning and permitted use, access and infrastructure scope, utility availability and timing, pricing, taxes and fees, payment terms, delivery condition and any transaction approvals. Verify these through the appropriate project team, authorities, utility providers and your advisers.

Include your business activity, preferred region, required land and building size, utility loads, logistics and workforce needs, expansion allowance, target operational date, purchase or lease preference and decision process.

Foreign ownership may be permitted, subject to applicable federal and state rules, minimum values, approvals and the proposed investment structure. Confirm the position for the selected state and parcel and obtain independent Malaysian legal and tax advice.

Compare customer and supplier access, ports and airports, workforce, utility requirements, incentives, transaction and operating costs, delivery timing and resilience. Then validate those assumptions against a real parcel rather than choosing on regional positioning alone.

The scope varies by project and solution. EWIP may facilitate information and coordination, while authorities, utility providers, consultants, contractors and the investor retain their respective responsibilities. Confirm the responsibility matrix before contracting.
